OSS delivers capability driven training for individuals and organizations who refuse to outsource responsibility for readiness. Our programs are built on proven principles and real world application.

Training is divided into two primary programs.

Responsible Citizen Program

Open Enrollment (Beginner to Advanced)

The Responsible Citizen Program is for those who choose ownership of their personal readiness, safety, and capability.

This program is open to law abiding civilians of all experience levels, from those seeking foundational competence to experienced practitioners refining skill.

Core areas of instruction include:

• Firearms safety and weapons handling

• Marksmanship fundamentals and performance shooting

• Close Quarters Battle (CQB) principles and application

• Situational awareness and threat recognition

• Movement, positioning, and use of terrain and structures

• Small unit tactics and team coordination

• Decision making under stress

The emphasis is not on equipment, but on the individual. Their judgment, discipline, and ability to perform when it matters.

Progression is earned through demonstrated competence, not assumed experience.

No prior experience is required for entry level courses.

Horse Soldier Program

Government / Law Enforcement / First Responders

The Horse Soldier Program exists to develop mounted mobility capability for modern operational environments.

Horses and mules provide unmatched access to restrictive terrain, extended operational reach, and sustainable mobility where vehicles cannot operate. This program prepares government agencies, law enforcement personnel, and first responders to effectively integrate mounted assets into mission relevant roles.

Every engagement begins with an understanding of the unit’s mission, operational environment, and capability requirements. From there, OSS builds a custom curriculum tailored specifically to the unit’s unique mission set, ensuring training is directly applicable and immediately usable.

Training may include:

• Mounted mobility and patrol operations

• Infiltration and exfiltration in austere terrain

• Load planning, packing systems, and sustainment

• Animal handling under operational conditions

• Extended movement and field integration

• Mission specific scenario and field training exercises

Curriculum, pace, and training focus are adapted to support the operational realities of the unit. 

Participation is currently limited to verified government personnel, law enforcement officers, and first responders.
